Post-evaluation mission for the project financed by JBIC in the Port of Constantza - Development of the Container Terminal on Pier II South
Beginning with the last week, a delegation from JBIC – Japan Bank for International Cooperation is present at the Port of Constantza for an evaluation mission regarding the results of the investment in the development of the Container Terminal on Pier II S, investment which has been financed 75% from a JBIC loan. The JBIC delegation is formed by Mrs. Eiko Taketsuru - Project Officer, JBIC Department for evaluation and Mrs. Takako Haraguchi – Third Party Evaluator, International Development Associates Ltd. The post-evaluation mission will take place in the period 12th -24th February 2007 and during this time the project evaluation will be done following this criteria: relevance,efficiency, effectiveness, impact and investment sustainability. The post-evaluation mission has been opened with the occasion of a formal meeting which took place at NC Maritime Ports Administration SA Constantza headquarters on the 12th of February 2007. The meeting was chaired by Mr. Mircea Marius Banias, General Manager of NC Maritime Ports Administration SA Constantza, who reaffirmed “the role and increased importance of the Container Terminal on Pier II S, for the development of the Port of Constantza and the consolidation of the leader position for container traffic at the Black Sea.”
Mention must be made that in 1998 a loan agreement has been signed between Romania and Japan – Japan Bank for International Cooperation – JBIC regarding the development of a Container Terminal on Pier II S, within the development project of Constantza South Port – ROM – P1. In this way, the project financing was assured with 75% by JBIC with a loan agreement and by the Romanian Government with 25% from the total investment value.
The total investment, which included the road fly over in the South Constantza Port railway yard, was 88.3 million dolars.
The execution works took place during February 2002 and November 2003. In April 2004, when it was opened for operation, the Terminal had a handling capacity of 325,000 TEU’s. The further development stages were predicted to be finalized in: 2008 (stage II – development of the handling capacity up to 405,000 TEU’s/year) and 2014 (stage III – development of the handling capacity up to 1 million TEU’s/year).
The operation of the terminal was decided through an international tender organized according to the law provisions in force by the NC Maritime Ports Administration SA Constantza.
In a short period of time, the Container Terminal investment on Pier II S has transformed the Port of Constantza in the most important and biggest hub for container traffic in the Black Sea. The container traffic has reached during the period 2005 – 2006 the greatest container figures in the Black Sea. All the initials expectations have been surpassed by a traffic which, due to a performant management and investitions made by the actual operator, reached to 830,000 TEU’s in 2006, representing 85% of the total container traffic registred in the Port of Constantza.
During this week, at the end of the evaluation process of JBIC delegation, the Japanese experts will present a first feed-back regarding the investment results and the performance of the Container Terminal on Pier II S, followed by the final report of evaluation which will be presented on the JBIC official website during the April 2007.
